ABSPII is mandated to work in West Africa, East Africa, South Africa, Bangladesh, India, Indonesia and the Philippines.

Four Regional Centers have been established under ABSPII to facilitate technology development and transfer. The South Asia Center is managed by Sathguru Management Consultants, Pvt. Ltd., Hyderabad, Andhra Pradesh, India. The Southeast Asia Center is situated at the Institute of Plant Breeding, University of the Philippines, Los Baños and is managed by Desiree Hautea. The West Africa Center is located in Accra, Ghana, and is managed by Dr. Walter Alhassan. The Center for East Africa is situated in Uganda, and is managed by Dr. Tilahun Zeweldu.

The other members of ABSPII management team are located at Cornell University.
